Now, if a private citizen (or a teacher!) performed such actions (or a tap on the nether parts) on the most obstreperous of children, Family Court would immediately restrain said citizen from getting within a mile of the child: maybe the cops should appear before Judge Judy?
But then, she was a real handful and had "a past"
*5-Year-Old Girl Cuffed* "...was aware the girl had been disruptive in the past... then was bound with plastic flexible cuffs but continued to struggle, kicking at officers as they walked her out of the school to a squad car, Proffitt said.
"She was put in the back of the cruiser but continued kicking one officer in the arms and legs, so another set of handcuffs was used to restrain her legs, a police report says."
